Bill chairs the Civilian Agency Acquisition Council which consists of representatives from 18 different civilian agencies that partners with the Defense Acquisition Regulation Council to manage and draft the Federal Acquisition Regulation (FAR), which provides the roadmap for over $600 billion dollars the Federal government spends on products and services. Bill has more than 25 years of leadership experience in various roles, with governmentwide achievements in acquisition operations and policy-making. Bill came to GSA in 2004, where he directed the Commercial Acquisition and the Stock, Environmental, and Special Order Program Policy branches in providing guidance for the Multiple Award Schedules, Government-Wide Acquisition Contracts and various other programs within GSA’s Federal Acquisition Service. He later served as a senior policy analyst and Director in OGP’s Federal Acquisition Policy Division. Outside of Work: Bill enjoys walking his daughter’s dog, “Ghost.”
